YELOA Board of Directors Meeting
Monday November 23, 2020
Yuma East Country Club Clubhouse
President John Southwick called the meeting to order at 1:00 P.M.
The pledge of allegiance was led by:Keith Mueller
Members present: John Southwick, Nancy Thompson, Cindy Duncan, Cathy Scheet, LeEtta Shaffner, Daun Troncin, Kay Largent, Ron Bowman, Ben Welch, Mary Mee, Roger Puckett, Keith Mueller and Janet Malik.
Treasurers report is attached to the minutes.
A discussion was held regarding the need for a CPA to review and advise us on the appropriate accounting methods we need to be doing. In the past no 1099’s were issued to anyone receiving more than $600.00 for services performed as required by the IRS. There are also tax forms missing for 2014, 2015, 2016 and 2017. A CPA can analyze our financial reports to make sure we are in compliance with all the agencies to which we must make yearly reports. Ben and Cindy have interviewed Helen Greenwell, a CPA located on Fortuna Road, and feel that she is more than qualified to perform that tasks that we must do yearly. Ben moved to hire Helen Greenwell as YELOA’s CPA. Motion carried.
Committee Report:
Houses Sold: 47 houses have been sold
7 houses in escrow
Cathy reported on what happens to property when it hasgone into foreclosure and it goes to public auction. There is property that is scheduled to go up for public auction on January 19, 2021. It is important to have a board member attend these auctions as the age limitation of Yuma East often is not published. Roger Puckett will attend the auction. The property going up for auction is located at 11425 East 34th Place.
Nothing to report from Architectural or Gravel.
Newsletter:LeEtta reported that she had lots of help distributing the end of the year newsletter.It has been posted on the web site.
Winter Lunches:
Nancy Thompson reported that the lunches will be held on Thursday January 28, 2021 at 12:00 and on Thursday February 25, 2021 at 12:00. YECC will charge us $500.00 for no more than 61 people. The menu will be hot dog/hamburger, potato salad, baked beans and dessert.
By-laws:
Ron Bowman moved to accept the revised by laws. There was no discussion. Motion seconded and confirmed.
Policy and Procedures:
Ben Welch reported that the committee is having a difficult time in coming up with the policy and procedures as they pertain to renters. The committee has been meeting weekly in order to have policies ready for the board’s approval.
Complaints:
Kay reported on the following properties:
11458 37th Lane Overgrown tree. Taken care of complaint closed
11382 38th Street Weeds in yard. Money has been sent to Kay for removal
11312 34th Street Weed letter sent to owner
Janet Malik started a discussion regarding gopher problems on different streets.
Old Business: Ben Welch presented the firm of Shaw and Line attorneys at Laws to be considered as attorneys that can help us get ourby laws and policy and procedures written properly. After a discussion Ron Bowman moved o have the firm be our attorneys.
Liaison:
Ben has been working with the two condo units and has formed the following committee so far:
Lot owners: Ben Welch, Deann Mooney and Don McCurry.
Condo #1: John Silva and Bob Pratt
Condo#2: No one yet
YECC: Barbara Henderson, Richard Weise
John Southwick approved $50.00 to offset the cost of the Club rental fee of $100.00 for the meeting with Darren Simmons and Chris Young. The condos will pay $50.00.
Ben moved to accept the wrap-up letter. Discussion followed on how to distribute it to members. It will be available t the Annual Meeting in January 2021 and be posted on the Web Site.
New Business:
John Southwick reported on a scam e-mail that is being sent to people. It is purported to come from Bob Mason, President of the YECC Board.
Discussion from floor: Norm Schomisch from 38th Place asked about the color of stone than can be used.
Deeann Mooney asked: Not clear where the income from the Ads in the Newsletter. Wanted to make sure the income was show as income from the Newsletter ads. There seems to be no timeline on when the speed cushions will be installed. Was the Newsletter mailed to out-of- towners? Was the list of homeowners updated regularly?
Roger Puckett gave a report of the number of homeowners that signed the petition to install the speed cushion.
Richard Weiss asked about establishing an e-mail list of home owners.
The next meeting will be on December 28, 2020 at the YECC Clubhouse.
